Town Manager Rafael Casals spoke on the process leading to the proposed budget being presented which provides a surplus for the first time since the 2007-2008 fiscal year and a proposed millage increase to 2.8332. Town Manager Casals spoke on the Notice of Proposed Property Taxes (TRIM) sent by the Miami-Dade-County Property Appraiser to all homeowners in Cutler Bay, and the changes made to the proposed Fiscal Year 2021-2022 budget since the July 29, 2021 Second Budget Workshop.
Finance Director Robert Daddario provided an overview of the proposed fiscal year 2021-2022 budget revenues which included projections and changes from the July 29 Second Budget Workshop to the general fund and stormwater, utility tax revenues, traffic fines, and school crossing guard revenues. He also detailed the changes in expenditures which included adding back the cost to maintain a federal lobbyist to the general government budget, moving the cost of the time clock from the Finance budget to General Government, and a net savings on the transparency portal.
Finance Director Daddario provided a general overview of the Special Revenue Fund projects which are funded by road impact fees, Citizens' Independent Transportation Trust (CITT) funds, People's Transportation Plan (PTP) funds, park impact fees, police impact fees, and the stormwater utility fund.
Town Manager Casals provided an update on the $21.9 million the Town will be receiving under the American Rescue Plan, and the criteria for which it can be used for stormwater projects, resiliency and green projects, and technology.
There was discussion on the TRIM notice sent out to residents by the Miami-Dade County Property Appraiser.
