Mayor Tim Meerbott called the meeting to order at 5:03 p.m.  Town Clerk Mauricio Melinu called the roll.  Mayor Meerbott led the Pledge of Allegiance. 

Mayor Meerbott opened Public Comments.  There being no one wishing to speak in person or virtually, Mayor Meerbott closed Public Comments.

Margaret Ramirez, mother of Council Member Richard Ramirez, assisted in the ceremonial swearing in of Richard Ramirez, Council Member Seat 3.  Council Member Ramirez thanked the Town Council and Town staff and provided some background information on himself in a brief introductory speech. 

Town Manager Rafael Casals introduced Julia Hoar, the newly hired Executive Assistant to the Town Manager.

Town Manager Casals provided an overview of the state appropriations and grants received in 2022.

Town Manager Casals introduced Town Lobbyists Jonathan Kilman and Gerard O'Rourke from Converge Public Strategies for a preview of the 2023 Florida Legislative Session.  Key topics to be addressed included resiliency, inflation, insurance, affordable housing, hurricane response, information on newly elected Representative Lina Garcia and Senator Alexis Calatayud and the committees they have been appointed to and key dates during session.

Town Manager Casals introduced Frank Bernardino and Edgar Fernandez from Anfield Consulting for a preview of the 2023 Florida Legislative Session, including their plan to continue to fight for resiliency and stormwater management.

Vice Mayor Callahan thanked Mr. Bernardino and Mr. Fernandez for their work in helping secure a grant of $700,000 from the Florida Department of Environmental Protection to restore a 53-acre wetland mitigation area located at SW 97th Avenue south of SW 224th Street, which is currently owned by the South Florida Water Management District. There was discussion on exploring the possibility of the South Water Management District deeding these 53-acres of wetland to the Town.

There was discussion on creating and implementing a statewide program to help those properties with septic systems to transition to the central sewer system or upgrade their current septic system to an advanced treatment system at no cost to the property owner.

Edgar Fernandez announced that the Florida League of Cities' Legislative Action Days in Tallahassee will take place on April 3rd to April 5th 2023.  Mr. Fernandez also discussed the reasons for resiliency and hurricane recovery as recurring topics due to the fact that there are still needs for recovery from previous storms beyond the most recent ones.           

Town Manager Casals provided an update on RFQ #22-05 Design Services for 16 Acre Legacy Park and Municipal Complex and announced that the Town has negotiated a contract with Stantec Consulting Services, Inc. to be the Owners' Representative for the project.  Town Manager Casals introduced Ramon Castella and Emma Jones from Stantec, who provided an overview and timeline for the RFQ moving forward, including the project transitioning to an RFP with a shortlist of candidates selected from the RFQ.

There was discussion on conducting a separate meeting or workshop in which the shortlisted candidates present their proposals to the Town Council, as well as the importance of community outreach and possibly renting a storefront for Town residents to visit for updates on the progress of the project.

Mayor Meerbott asked for pulls from the Consent Agenda and there were none.

A RESOLUTION OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF CUTLER BAY, FLORIDA, CERTIFYING AND DECLARING THE OFFICIAL RESULTS OF THE TOWN’S NOVEMBER 8, 2022 GENERAL ELECTION; AND PROVIDING FOR AN EFFECTIVE DATE.

APPROVE CHANGES TO THE EXISTING MUNICIPAL CIRCULATOR BUS SERVICE TO PROVIDE A 30-MINUTE HEADWAY MONDAY TO SATURDAY ON EXISTING ROUTE 200, WHICH SERVICES THE RESIDENTS OF CUTLER BAY, TO BE IMPLEMENTED ON OR ABOUT MARCH 20, 2023.

Town Clerk Mauricio Melinu read the title of the Public Hearing Item.  Mayor Meerbott opened the Public Hearing. There being no one wishing to speak in person or virtually, Mayor Meerbott closed Public Hearing.

Town Manager Rafael Casals introduced Eric Zahn, Manager, Service Planning and Scheduling with the Miami-Dade County Department of Transportation and Public Works. Town Manager Casals reported that the Public Hearing was advertised in the Miami-Herald and the Town received a Public Transportation Grant for $195,000.00 from the Florida Department of Transportation (FDOT) for the purpose of adding a second circulator to the Town's existing route. He also explained that part of the process includes the Town providing documentation to Miami-Dade County Transit indicating that the Town advertised and held a public meeting on the item, and informed the Town Council that the route change is expected to be implemented on or before March 20, 2023. 

Mayor Meerbott re-opened the Public Hearing. There being no one wishing to speak in person or virtually, Mayor Meerbott closed Public Hearing.

Mayor Meerbott requested a roll call vote. The Town Council voted unanimously to move forward with the changes to the existing municipal circulator bus service.
